What matters about a counterparty is usually already published.

National procurement agencies print who bid for a cargo and at what premium. Downstream regulators print import volumes company by company. Company registries print who is entitled to sign. We read those files, keep a copy of each one, and hand you the finding with the document attached.

What you receive

Three deliverables. Each one is a document, priced and agreed before the work starts, delivered on a fixed date.

Counterparty file

On a company you are about to deal with. Legal identity as it stands in the register, who holds signing authority, published evidence of cargo-handling capability, import volumes where the regulator publishes them, litigation and sanctions screening on open sources. Every entry carries its source. Gaps are listed as gaps.

Sourcing brief

Run only on a written instruction that fixes product, specification, parcel size, delivery basis and window. We report what the public record says about who supplies that market, on what terms, and at what published premium — and what it does not say.

Market note

A dated reading of a market's own documents: tender rounds, licence registers, authority bulletins. Volumes, windows and the identity of the bidders, in sequence, so that a change between two months is visible instead of anecdotal.

Four rules we do not bend

  1. The source outranks the summary.

    A public act — a tender result, a licence register, a registry extract — outranks a press report, which outranks a web page. Where sources disagree, the disagreement is reported rather than quietly resolved.

  2. Every figure keeps its origin.

    Documents are downloaded, stored with a checksum, and cited with the page they came from. A number that cannot be traced back to a file is not used.

  3. What the record does not say is stated.

    A published outcome reports what happened, not why. Where the reason is not in the document, no reason is offered.

  4. Uncertainty is labelled, not softened.

    Single-source items are marked as such. A shorter finding you can rely on is worth more than a longer one you cannot.

Scope, and its limits

We work on gasoil, gasoline, jet fuel and fuel oil, with most of our reading in West and East Africa and South Asia — the markets whose authorities publish the most and whose published files are read the least.

We are a research desk. We do not take title to cargo, we do not act for both sides of a transaction, and we do not work on a commission tied to somebody else's contract being signed. Our fee is for a document delivered to you.

We do not take instructions involving crude oil or refined products of Russian origin, in any jurisdiction, at any price. Every engagement carries a written origin warranty and the desk reserves the right to withdraw on the day that warranty stops being documented.
